After receiving enough payments, they vanish—just like the scam broker who took your money in the first place.

Because it seems like a logical solution.
If someone says, “I can recover your $100,000 for just a $2,000 fee”, most victims will agree. It sounds like a good deal.
Desperate people take the risk, thinking, "At least I'll get something back"—but instead, they lose even more money.
Now, instead of losing just $100,000 to the broker scam, they’ve lost an additional $20,000 to fake lawyers.
